What is the "Rental Registration Program"? On December 19, 2007, Baltimore County Council Bill 87-07 was passed requiring that all buildings or a portion of a building that contain one to six dwelling units, intended, or designed to be rented, leased, let or be hired out to be occupied for living purposes be registered and licensed with Baltimore County.
Purpose - To establish a licensing program in the county in order to create an additional procedure for the enforcement of county codes and regulations
This program is a County Council initiative that started as a pilot program in certain neighborhoods and has grown, by vote of the Council, to cover the entire County on February 3, 2008.
Deadline for Rental Registration Extended
Landlords Have Until January 1 to Register Rental Units or Face Fines
Towson, Md. (August 5, 2008) - The Baltimore County Council voted unanimously last night to extend the deadline for landlords to comply with the new Rental Registration Law by six months until January 1, 2009. This public safety measure requires owners of most residential rental units in buildings with one to six units to be inspected, registered and licensed by the County or face civil penalties.
County officials cite the program's success in protecting the safety and welfare of tenants, indicating that some 65 percent of the estimated 12,000 - 15,000 eligible properties have been properly inspected and registered.
The law requires a home inspection of each rental unit by a private inspector licensed by the Maryland Department of Labor, Licensing, and Regulation. These mandatory inspections ensure that electrical and plumbing systems are functional with no apparent hazards, that windows are operational, that all combustion appliances are properly vented, that there is a secondary means of escape from all sleeping areas, and that smoke detectors are hard-wired, have battery back-up and are properly located.
County Code Enforcement officials strongly advise landlords to review the inspection requirements and conduct their own visual inspection of each unit, making any needed corrections prior to the official inspection to avoid paying for multiple inspections.

Paper copies of these documents are also available at all Baltimore County public libraries, and senior centers; and at the Code Enforcement Bureau, located in Room 213 of the County Office Building, 111 W. Chesapeake Avenue, Towson, MD 21204.
